The Workforce Development Coordinator is responsible for developing and supporting workforce development initiatives, including credit for prior learning, customized and short-term trainings, adult education options, and employer partnerships.

The coordinator provides leadership in the design, planning, and implementation of noncredit workforce training programs aligned with regional workforce needs and emerging trends. The coordinator collaborates with PPSC faculty and divisional leadership to explore credit for prior learning (CPL) and workforce development training opportunities and connected college credit. The coordinator supports the development and implementation of customized training and will help conduct needs assessment for PPSC’s instructional credit for prior learning and workforce development departments and their processes. By building and fostering connections with academic divisions, employers, school districts, and workforce development organizations, this position will ensure that short-term training programs meet current and emerging in-demand workforce credentials and skills and expand work-based learning opportunities and jobs for PPSC students and graduates. Ability to work evenings and Saturdays as needed.

Position is based at the Centennial Campus with routine travel to other college, partner, and community sites as needed. The college offers the possibility for alternative work arrangements such as flexplace, remote work, or flextime scheduling upon completion of training and department needs.

Reports To: Associate Vice President for Instructional Services & Credit for Prior Learning

Minimum Qualifications

  • Completed bachelor’s degree from a regionally accredited institution OR completed associate’s degree from a regionally accredited institution with two years of professional experience performing similar duties to those described for this position.
  • Demonstrated understanding of diversity and experience supporting diverse populations.
  • Experience using word processing and spreadsheet software.
  • Experience managing project timelines, budgets/resources, and deliverables.
  • Experience managing grants.
  • Experience leading projects.

Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge.  Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.

Preferred Qualifications

  • Experience teaching or training, college or adult transition programs, or workforce development programs.
  • Experience with credit for prior learning (CPL).
  • Experience with the Registered Apprenticeship Partners Information Database System (RAPIDS).
  • Experience with the Eligible Training Providers List (ETPL).
  • Demonstrated ability to identify potential challenges and solve problems.
  • Successful record of collaboration and team approach.
  • Demonstrated proficiency in word processing and spreadsheet software.
  • Experience with organizational financial processes and budgets.
  • Knowledge of apprenticeships and work-based learning concepts.
  • Demonstrated ability to assess customer or partner needs and identify and implement prospective solutions.

Essential Functions 

Project Development

  • Collaborate with PPSC department chairs and HRS to plan job and hiring fairs for workforce instructors and non-credit facilitators.
  • Assess, organize, and optimize the PPSC-Workforce Development SharePoint.
  • Organize and optimize the new PPSC - CPL/PLA SharePoint/Teams site as a repository for credit for prior learning resources for department chairs.
  • Create credit for prior learning training materials (videos, etc.) and store them in the CPL/PLA SharePoint.
  • Collaborate with CCCS Workforce Development and internal college personnel to implement the CampusCE student information system for non-credit course offerings.

Program Development

  • Coordinate workforce development programs, such as Career Boost, Skill Advance, noncredit, and customized training programs.
  • Collaborate with Pikes Peak Workforce Center (PPWFC) teams to determine career pathways, budgets, and processes of the Workforce Innovation and Opportunity Act (WIOA).
  • Foster strong local relationships with employers, community agencies, and industry partners (trade and membership organizations, for example) for experiential learning and employment opportunities for students, support employer-identified customized training needs, and elicit feedback and support for noncredit training programs.
  • Conduct needs assessment for PPSC Workforce Development programs, processes, and opportunities, such as grants (Skill Advance, etc.), credit for prior learning, apprenticeships, and customized training
  • Review current short-term workforce training options and identify new opportunities through research and employer connections to update training portfolio and offer trainings that prepare students to acquire current and emerging in-demand workforce credentials and skills.
  • Coordinate the hiring process with HRS to recruit, hire, and retain workforce instructors and non-credit facilitators. 
  • Manage the supervision, and support of workforce instructors and non-credit facilitators training in industry settings on customized training projects, collaborating with related instructional divisions if connected to existing curriculum.
  • Manage the college’s Skill Advance training grants, including application, monthly submissions, record maintenance, contracts/agreements, invoices, and closure processes and documentation, as needed.
  • Work with instructional leadership and faculty, subject matter experts, and external partners and vendors in the development of innovative learning programs to meet regional workforce needs.
  • Collaborate with instructional leadership (executive deans, associate deans, and department chairs) to find synergy between noncredit and credit programs with a focus on college credit options and alignment, instructor engagement, and ongoing future planning.
  • Schedule trainings, register students, procure training materials, and conduct training evaluations to determine effectiveness and resulting adjustments.
  • Oversee and establish relationships with training vendors to support program needs.
  • Support the development and promotion of work-based learning opportunities, including leveraging credit for prior learning (CPL) and the development and management of apprenticeships, internships, career exploration options, and similar activities.

Program Support

  • Monitor industry trends, Top Jobs and regional economic reports, and benchmark practices in Colorado and other states for continued excellence in programming.
  • Develop customized training budgets and proposals. Prepare and submit budget and data reports and documentation to meet program/grant requirements and financial reimbursements.
  • Work with academic division leadership to maintain a current list of department chairs for training on and evaluation of credit for prior learning.
  • Manage related grants and agreements with third-party training vendors, customized and noncredit workforce training partners and collaborate with college services for procurement, financial, and contract needs.
  • Prepare data analysis and reports.
  • Collect and input data into the Registered Apprenticeship Partners Information Database System (RAPIDS) for apprenticeships.
  • Coordinate the use of facilities, equipment, software, and supplies needed to accomplish training and ordering supplies as necessary.
  • Update and maintain the Eligible Training Providers’ List (ETPL) for all noncredit training programs.
  • Research opportunities to secure grants available for training, development, and programming needs and support grant applications by reviewing labor market data and pursuing support from industry and community partners to secure grant funding.
  • Promote current and new short-term training programs, adult education, and work-based learning opportunities with students and college departments, as well as with community partners and their constituents.
  • Cooperate with community leaders and agencies to assist with recruitment of new business and strengthen current industries in the region through workforce development training.

Student Support

  • Advise noncredit students in adult education and short-term training programs, with an emphasis on the college’s workforce development and apprenticeship programs and connected college credit opportunities.
  • Connect students with PPSC and community resources, employers, and workforce development organizations for wrap-around supports, training fund options, and opportunities for further education, work-based learning and employment.
  • Collaborate with the PPSC registrar and instructional department chairs to guide students through the credit for prior learning (CPL) process.
  • Recruit and support adults with multiple barriers to education and employment into adult education, short-term training, and work-based learning opportunities.
  • Connect with student services departments to support students’ transition from noncredit to credit courses.
  • Represent PPSC at local workforce development events such as Pikes Peak Workforce Center apprenticeship fairs to engage prospective students.
