The Assistant Director of Application Processing & Regulatory Compliance leads the team that provides admission application processing, residency determination, and international student regulatory compliance functions at Pikes Peak State College. The position is the college’s primary representative to CCCS regarding admission application (Recruit CRM & Banner) technical topics as well as CCCS
Student Affairs for functional topics. The position sits on the college’s curriculum committee to advise the committee on the impacts of changes to the curriculum and programs related to admissions and regulatory compliance. Provides leadership, guidance, and training on policies and processes related to admissions and international student regulations. The Assistant Director acts as the college’s Primary Designated School Official (PDSO) for international student regulatory compliance under Department of Homeland Security regulations. This role emphasizes leadership, training provision, activity coordination, and developing high quality services for all PPSC students and stakeholders with the goal of providing access to PPSC, maintaining regulatory compliance to host international students, and coordinated support to students related to admission from departments across the college.
All positions in the Student Services Division exist to support and further the mission of Pikes Peak State College.

Minimum Qualifications
- Completed Bachelor’s degree from a regionally accredited institution OR completed associate’s degree with two years of professional level experience performing similar duties to those described for this position OR four years professional level experience performing similar duties to those described for this position.
- Demonstrated experience in application processing at an institution of higher education.
- Demonstrated experience supervising application processing staff.
- Demonstrated experience in Colorado tuition classification residency determination.
- Demonstrated experience as a Primary Designated School Official (PDSO).
Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.
Preferred Qualifications
- Completed Master’s degree from a regionally accredited institution.
- Demonstrated experience using a CRM like Ellucian Recruit and SIS like Ellucian Banner.
- Experience with screening admissions applications for fraudulent data.
- Experience providing direct student services assistance to international students.
- Experience developing and implementing process guides and procedures in a student services setting.
- Ability to read, write, and speak fluent Spanish.

Essential Functions
Leadership & Supervision
This position leads the operations of the college’s application processing and international student team and supervises the staff on this team. Responsible for supervising, training, evaluating, and coaching staff. Oversees the onboarding of new hires and directs the team’s professional development. Manages the budget for the application processing team.
Admissions Application Operations
The Assistant Director develops, executes, reports on, and assesses services, processes, procedures, and operations performed by the team to include application processing, selective admissions processes, residency classification/reclassification, and application related communication with students. Assess policy, process and technology related to application operations to optimize
performance for students and the college. A focus on continuous improvement to better serve students and the college and adapt to new laws and regulations are essential in this role. The admissions office utilizes CRM (Ellucian Recruit) and SIS (Ellucian Banner) software for all admissions functions, and this position is responsible for the maintenance and development of admissions processes that use these tools. This requires direct work with CCCS-IT and CCCS-Student Affairs. The position uses technology to ensure accuracy, consistency, and compliance with the federal, state, system, and college regulations related to college admissions. Collaborates with academic programs that have selective admission requirements to develop, implement, and assess processes and procedures for selective admission.
Fraud Prevention
Responsible for developing, implementing, and monitoring processes and technology to prevent fraudulent applications from moving from the CRM to the SIS. Collaborate with CCCS and fraud prevention technology vendors to assess and improve fraud prevention strategies and tactics.
Residency Tuition Classification
The Assistant Director serves as the primary tuition classification officer for the college by interpreting and applying state residency law, CCCS residency policy, and PPSC residency processes to initial residency classification and requests for reclassification. Monitors changes to state laws and system policy to remain in compliance and correctly apply tuition classification law to the 17,000+ students at PPSC. Coordinate with Records, Financial Aid, Student Accounts, and other departments impacted by residency tuition classification to ensure equitable practices and alignment of processes.
Regulatory Compliance
This position serves as the Primary Designated School Official (PDSO) for international student admissions and enrollment. The PDSO is responsible for student and college compliance with federal regulations as established by the Department of Homeland Security. It develops, directs, and organizes all international student processes, procedures, and workflows related to international student compliance and enrollment. The PDSO helps prospective international students apply for admission, successfully transition to college in the US, and helps current students avoid regulatory issues by advising them on how to follow required processes so they can comply with federal regulations and complete their program of study. Works directly with Colorado’s SEVP representative and acts as PPSC’s representative on all system and state committees related to serving international students and maintaining regulatory compliance.
Reporting & Assessment
Leads the implementation, tracking, and reporting of application processing and international student initiatives. Performs data-informed analyses of the impact and performance of application processing and international student processes. Continuously improves operations based on quantitative and qualitative assessments.
Other Admissions, Recruitment, and Enrollment Services Activities
Participates in Admissions, Recruitment, and Enrollment activities. Serves on college-wide teams and committees as requested. Attends pertinent professional development workshops/conferences. Performs other duties and projects as assigned.
General Duties, Skills, Knowledge, and Abilities
- Cultural competence and demonstrated evidence, understanding, and commitment to the concepts of diversity, equity, and inclusion, and their application in the workplace.
- Knowledge of student and enrollment services in higher education, especially student admissions.
- Knowledge of international student enrollment services, including federal regulations governing F1 & M1 visa students.
- Strong working knowledge of federal and state laws as they apply to admissions, international student admissions, and tuition classification.
- Ability to work both independently and as part of a team.
- Strong demonstrated experience using a student information system like Ellucian Banner.
- Experience using a higher education CRM like Ellucian Recruit.
- Ability to utilize Microsoft Office applications to design, create, and maintain forms, reference materials, databases, and training resource materials.
- Ability to effectively prioritize and manage multiple projects to meet necessary deadlines.
