The Department of Military and Veterans Programs (DMVP) at Pikes Peak State College (PPSC), Peterson Space Force Base (PSFB) Learning Center, provides guidance and coordination of student services and support for student veterans, dependents, and active-duty military and defense personnel, especially U.S. Air Force (USAF) and U.S. Space Force (USSF). Services include responding to inquiries regarding degree and certificate programs, admissions processes, placement testing proctoring and/or exemption, advising, and enrollment.
The college offers the possibility for alternative work arrangements such as flexplace, remote work, or flextime scheduling upon completion of training and department needs.
Anticipated start date is July 2025.
Minimum Qualifications
- Completed bachelor's degree OR completed associate degree from a regionally accredited institution.
- Two years of professional level experience providing student support within a student services organization in higher education.
Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.
Preferred Qualifications
- Completed bachelor’s degree from a regionally accredited educational institution.
- One or more years supervisory experience to include performance planning and evaluation.
- Experience developing processes and procedures within a student services organization in higher education.
- Experience working at an open-door commuter college, to include working with nontraditional adult learners, or first-generation students.
- Bi-lingual in Spanish.
- Experience working with active-duty military in an educational environment or assisting service members obtain a college education.

Essential Functions
Administrative Operations Management
- Manages administrative operations of the PSFB Learning Center to achieve the department’s daily workflow processes. Serves as a department resource with demonstrated understanding of Department of Defense (DoD) Tuition Assistance (TA) and Veteran Affairs (VA) education benefits.
- Provides direction and guidance to students as required.
- Reviews the General Education Mobile (GEM) program courses in the Academic Institution (AI) Portal (USAF application for managing TA) each semester to ensure accuracy. Works with USAF and USSF during annual review of the PPSC GEM plan.
- Develops and maintains standard operating procedures for all service aspects of the operations on PSFB to ensure high professional standards are met.
- Coordinates with DOD Education Center personnel as needed to ensure proper and efficient operation of the PPSC Learning Center. Works with the Assistant Director to ensure that learning center operations comply with the DOD and PSFB Memorandums of Understanding (MOU).
- Collaborates with appropriate faculty, staff, and Military Education Counselors to support DMVP’s and PPSC’s mission and goals.
Student Support
- Provides direct student support to walk-in, phone, or email contacts for all areas of Student Services excluding Accessibility Services and Financial Aid. Maintains current knowledge of college policies, procedures, and degree/certificate programs.
- Provides enrollment advising to include development of the Education Training Plan (ETP) for service members using DOD TA for USAF, USSF, Air Force Reservist, Air National Guard, and Marines.
- Provides comprehensive and detailed guidance on issues related to Admissions, Recruitment, Enrollment Services, VA and TA-related questions, and class registration. This includes but is not limited to questions or concerns regarding applying to the college, residency status, registration holds, financial aid and scholarship processes, enrollment process, and cost of attendance.
Supervision of PPSC Learning Center Personnel
- Coordinates staff schedules to ensure adequate coverage is in place to provide outstanding customer service to walk-in, phone, or email inquiries of potential and current students in compliance with PPSC and Education Center policies. Additionally, coordinates coverage of PSFB Learning Center classes for evenings and weekends.
- Initiates the hiring process, conducts interviews of applicants, and recommends applicants for hire. Assigns work schedules, delegates and prioritizes work assignments. Disciplines, and if necessary, terminates student and/or temporary hourly staff. Designs work methods for office personnel. Authorizes and signs leave requests, work hours, and overtime. Resolves conflict within offices. Initiates/updates staff computer/technology account access through ITSS, VPES, and Enrollment Services requests. Recommends changes to staffing patterns based on workload. Ensures office staff are supplied with adequate facilities and equipment to perform duties.
- Interviews and hires eligible VA Work Study’s, initiates PPSC Human Resources paperwork (Volunteer Packet, computer and phone access, etc.). Prepares and submits VA hiring paperwork (application, executed contracts, and timecards) per VA policy. Establishes work schedule and trains on front line customer service support. Works with VA Work Study personnel to maintain up-to-date site information and eligibility to hire.
Testing Center
- In conjunction with the Testing Center Coordinator, coordinates the operation of the PSFB testing center. Develops testing schedule and ensures testers have completed all testing requirements.
- Keeps and tracks data regarding PSFB testing center.
Data Collection and Reporting
- Utilizes student tracking software to ensure all students and prospective students are captured with appropriate comments and categories to identify the purpose of their visit.
- Data reporting as assigned.
PSFB Mailbox
- Reviews incoming email requests, responds or delegates to PSFB Learning Center staff as appropriate. Maintains response time not to exceed forty-eight (48) hours.
Assistant Director Support
- As requested, provides support with marketing events such as Annual Education Fair, Unit Briefs, Education Center Activities, and attends meetings on their behalf.
General Duties, Skills, Knowledge, and Abilities
- Cultural competence and demonstrated evidence, understanding, and commitment to the concepts of diversity, multiculturalism, and their application in the workplace.
- Leads and manages the service desk and service process.
- Collaborates and coordinates TA processes with Fort Carson DMVP personnel.
- Updates and maintains department reports; manages file documentation and archiving for PSFB site.
- Prioritizes, manages and completes multiple projects simultaneously.
- Supports all DMVP community-building events as required. These include but are not limited to: Student Veteran Organization events, Veterans Day weeklong events, Brown Bag transition workshops, and PSFB Learning Center open house.
- Coordinates event support with DMVP Student Success Coordinator.
