INTERNAL ANNOUNCEMENT - Applicants must be a current, active Pikes Peak State College employee within the 2025 calendar year, any capacity.
This position conducts research in design, develops, tests, debugs, generates internal and external documentation, implements, and maintains web and mobile applications. This position works independently and collaboratively in a team environment and provides technical leadership to application developers, internal customers, external customers, and end customers.
Minimum Qualifications
- Completed Associate Degree conferred by a regionally accredited institution.
- Three years of professional level experience developing, managing and updating a busy web site.
- Operational knowledge of one or more commercial Content Management Systems.
- Proficient in hand-coding HTML 5, JavaScript, C#, or PHP.
- Demonstrated experience with 508/ADA requirements.
Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work.
Preferred Qualifications
- Completed Bachelor or Master degree in Computer Science, Computer Information Systems, or related degree from a regionally accredited institution.
- five or more years of experience developing, managing, and updating a busy web site in higher education.
- Demonstrated experience with IIS, Apache, or other Web Server.
- Demonstrated knowledge of Structured Query Language (SQL).
- Demonstrated knowledge of Versioning, Documentation, and Software Developing Tools.
- Demonstrated knowledge of Model-View-Controller (MVC) architecture.
- Demonstrated knowledge of Web Development frameworks (i.e. Bootstrap) and proficient with Responsive Web Design.
- Demonstrated knowledge of Ajax technologies, languages, libraries, and frameworks (i.e. CSS, JavaScript, JQuery, ASP.NET AJAX, etc.)
- Experience with Web Services (SOAP, REST XML) and API development and utilization.
- ITIL certification.
- Other IT Certifications: Microsoft, Apple, CompTIA, etc.
- Program and project management experience.
- Server networking experience (DHCP, DNS, etc.)
- Experience in Higher Education IT environment

Essential Functions
Software Development
- Responsible for the full life cycle of cloud, web, and mobile application development projects.
- Coordinates project requirements (including reasonable privacy, security, and accessibility concerns); sets expectations and feature priorities; determines design methodologies, tool sets, programming languages, software products, documentation formats, and design; implements and maintains databases; and designs and conducts tests.
- Manages APIs using Azure API Management.
- Develop serverless applications using Azure Functions.
- Proposes and implements innovative solutions and new technologies.
- Provide recommendations to the Associate CTO of ITSS.
- Troubleshoots, repairs, updates, and tests legacy code.
- Reviews, assigns, and closes ITSS requests.
- Clearly and punctually documents requirements, processes, and technical specifications. 30% Supervision Responsibilities
- Monitor, review, assign, or close ITSS requests.
- Maintain records of leave requests and approvals to ensure policy and legal compliance.
- Regularly assess the performance of team members, provide constructive feedback, and implement performance improvement plans when necessary.
- Establish clear, achievable goals and objectives for the team, aligning them with the broader mission of the organization
- Provide technical leadership, mentoring, and coaching as needed to ITSS developers.
- Address and resolve conflicts within the team promptly and effectively to maintain a positive work environment.
- Ensure that team members have the necessary tools and resources to complete their tasks efficiently.
- Identify skill gaps within the team and arrange appropriate training programs to enhance their capabilities.
- Clearly and punctually reviews document requirements, processes, and technical specifications.
Systems, Team, and Customer Support
- Administers the college’s portal and Content Management System, controls access and workflow, reviews sites/pages for adherence and conformity to editorial, design, and accessibility standards, and resolves related problems.
- Administers sites’ analytics.
- Works collaboratively with the Marketing & Communications department, the Office of Accessibility Services, and the web content managers to ensure a consistent user experience that meets marketing and industry standards.
- Serves as level II support to review, assign, resolve, and close regularly and on time ITSS requests.
- Builds, updates, and troubleshoots test and production servers on-prem or Azure to host web and mobile applications.
- Utilizes Azure AI services to build cognitive intelligence into applications.
- Implements Azure DevOps practices for continuous integration and continuous deployment.
- Monitors system performance.
- Coordinates and communicates with vendor’s technical support staff.
- Provides feedback about system performance and recommendations.
IT Research
- Keeps current on new software technologies and issues through professional development opportunities, industry literature, and news channels.
- Recommends participation in workshops, conferences, and certification programs.
Additional Duties
